The 15 large diesel generators Sabey wants to add to its East Wenatchee data center would increase pollution output by approximately 35 tons of NOx, 6.96 tons of ...↓CO, 2.1 tons of PM2.5, and 0.64 tons of diesel engine exhaust particulates every year, among other pollutants. Wenatchee and East Wenatchee are already overburdened communities highly impacted by air pollution. The CDC has found that Wenatchee and East Wenatchee have higher rates of chronic health conditions, including asthma, heart disease, COPD, and diabetes, compared to the rest of Washington state. This chronic health burden puts these communities at higher risk than most to the negative health impacts of diesel pollution.
Every diesel generator represents additional fossil-fuel infrastructure. Washington has committed to reducing climate pollution, including through the Climate Commitment Act. Approving substantial new diesel infrastructure should therefore be consistent with the state's broader transition away from fossil fuels. Decades of diesel infrastructure should not be approved without first demonstrating that cleaner alternatives cannot provide the required reliability.
Data centers privatize the benefits of development while communities are left with the costs: pollution, noise, climate emissions, and health impacts. If Sabey needs reliable backup power, they should be required to provide it in a way that minimizes harm to the people and ecosystems around it.
Please take a stand and protect these communities. Use this as an opportunity to protect all Washington communities going forward. I urge you to:
1. Do not approve the permit as currently proposed. Require stronger health protections, cumulative-impact analysis, monitoring, and alternatives analysis before approval.
2. Fully evaluate cumulative health impacts. Give serious weight to Sabey's own HIA findings concerning DEEP, NO₂, and modeled cancer risk. Account for existing data centers, diesel generators, wildfire smoke, agricultural burning, transportation, wood smoke, and other pollution sources.
3. Apply environmental justice principles. East Wenatchee's designation as an overburdened community should result in stronger protections, not merely an acknowledgement of existing pollution. East Wenatchee should not be expected to absorb another pollution source simply because the project technically complies with a baseline standard.
4. Require cleaner alternatives. Require Sabey to demonstrate that diesel is necessary, and that battery storage, hybrid systems, and other lower-emission technologies have been meaningfully considered. Require the strongest feasible pollution controls - what is the maximum pollution reduction that can be achieved?
5. Require stronger monitoring and make it transparent. Ensure that all generator operating hours are accurately tracked and that compliance can be independently verified. Require public access to generator operating records, emissions information, and compliance data. Ensure meaningful penalties for violations.
6. Consider the long-term precedent. This permit should not establish a precedent in which every new data center can simply add another bank of diesel generators without considering cumulative impacts.

Even the 1 GW nuclear plant 10 miles north of Richmand WA (the former Hanford site) i...↓sn't fail-safe as it may have to be shut down once the water level in the Columbia river drops low enough in another drought that keep getting worse (exactly what recently happened in Romania to prevent the meltdown). The shrinking snowpack in the mountains will be insufficient to feed the river downstream to keep the reactor cool. We are already seeing MORE FREQUENT POWER OUTAGES, brownouts, blackouts...which is why those Sabey's diesel generators are being proposed in the first place and can be expected to be run more frequently as time goes by.
And why aren't they (Sabey) willing to install a BATTERY STORAGE instead, a simple affordable workaround popular in other states: e.g. Texas has added more new battery storage capacity in 2026 than Arizona and California combined, while WA state hasn't added almost no batteries in 2026 (per Energy Information Administration). Why is that? Well, it must be a combination of state-level policies and CEOs who don't care about our health and the air quality in our communities, and have zero respect to anything but their bottom line and short-term profiteering. This is a tell-tale "grab money and run" attitude of stealing/extracting scarce precious public resources, riding the wave of AI hype driven by greed.
It really is an environmental plague; no amount of such harms should be "acceptable" to you, my dear Ecology. A city worth of electricity pulsing through a few warehouses full of copper and silicon, all dedicated to hallucinating LLM chatbots pushing fake news and other AI image slop generation -- harmful to the society, and especially our children's cognition and their future. Mass layoffs by incompetent CEOs cutting jobs, as if a dumb AI/ML could replace human workers (it really can't) is a red herring though. No amount of LLM data training can make it "sentient" and replace a human professional. An LLM (which is just a probabilistic next-word guesser/picker with web search) is trained to predict the next word based on random human texts crawled from the Internet, so the only thing it is "good" at is imitating a human-like output, confidently deceiving people. It is making everything worse.
These datacenters are largely serving the useless ChatGPT-like stuff (and wild fantasies of Gates, Bezos, Musk, Altman et al.) but all the unprecedented big tech "investments" have failed to produce any tangible returns for them and their companies because noone really wants to pay for their useless AI products, still oddly subsidized by our government (all while our national debt has doubled over last 10 years and just exceeded $40 Trillion). A few dozen of temporary contractor jobs to maintain these automated "parasitic refrigerators" don't really count in the bigger picture of all the negative impacts this flawed heavy industry represents.
They might even be powering Grok or controversial Flock right there at Sabey's - we will never know; they are so secretive they can't even be trusted for mandatory environmental disclosures of their water consumption! Looks at how many of those are still being built (on borrowed time) and proposed around the country.. and ultimately rejected by local communities waking up. So, no, nobody wants their products here, nor do we need further proliferation / expansion of the malicious AI datacenters that are exploiting our state.
AI is inherently anti-human, anti-work, anti-nature, and don't even get me started on the all wildfires, utility prices, market bubbles, ecology, extinction of wildlife species, and so on. Big Tech oligarchs don't care. Do they even know what is it to suffer from asthma keeping you up at night, being unable to sleep due to polluted air? You are our only hope, Ecology. If you don't stop them, who will? The "AI industry" is accelerating the environmental catastrophe that's been in the making for decades - disaster unfolding in slow motion right before our eyes. Every new diesel generator brings us closer to the cliff. A new study just came out in Nature magazine about the collapsing of the AMOC currents to happen much sooner than previously thought.. Climate can't wait, it's about survival, and we must act now!

This area has been covered in wildfire smoke almost entire summer now. The smell of smoke, breathing problems, and the news alerts of fires threatening communities now dominates our daily routines. Have you heard of the recent devastating wildfires? ...↓Did you know the winds can carry smoldering embers up to 4 miles away that fly over rivers, roads, and lakes - what happened in Spokane, LA Palisades fires, Lahaina fires on Maui in Hawaii - the list goes on and on. The ongoing Little Giant Fire that burnt over 140,000 acres is less than 100 miles from those datacenters and is only 12% contained. Snowpack at historic lows and the drought has no end in sight. And the heat from super El Nino will hit us all even harder next year. This is a serious crisis we are dealing with.
Overburdened communities like that should result in stronger protections. If Sabey needs backup power, Sabey should bear the full cost of providing it cleanly via battery storage, not externalize those costs onto the community.
According to Ecology's own website: "Diesel exhaust is the most harmful air pollutant in Washington. It contributes two-thirds of the total cancer risk from toxic air pollution. Diesel exhaust causes or contributes to asthma, heart and lung diseases, and cancer."
Datacenters in WA state have received billions in tax breaks from legislators while destroying countless natural habitats around the country and increasing toxic and climate emissions by huge amounts, diverting electricity, water, and sending consumer prices soaring. Unsurprisingly, there's now a bipartisan backlash against AI datacenters all over the country.
The richest 10% in the world are responsible for over 50% global GHG emissions. The richest 1% produce twice as much emissions as the poorest 50%. And rather then making polluters pay and holding them accountable, stopping the fossil fuel emissions at their source, and forcing them to transition to clean renewables, WA Ecology's inaction is quietly helping them to continue destroy the only habitable planet we all have!
Do NOT approve the permit. Prevent the AI hasslers from re-applying again and again by requiring cumulative-impact assessment, strong health protections, analysis, and a more in-depth monitoring and scrutiny of all their existing facilities in our state. The unsustainable, harmful AI ponzi scheme has no benefit to our local communities and will leave unpleasant scars on the Washington state ecologic and economic landscapes after the AI hype bubble bursts.

Chelan and Douglas Counties have something extraordinarily valuable: some of the cheapest, most abundant publicly owned hydroelectric power in the United States. That resource is a legacy...↓ of the Franklin Roosevelt's 1930s and belongs to the people of this region. It should be used to keep electricity abundant and affordable for local families, farms, small businesses, manufacturers, and future generations — not treated as an invitation for enormous technology corporations to come here and consume staggering amounts of power because they found a cheap place to plug in.

What exactly is the benefit for the people who already live here? Nothing.

Data centers consume enormous amounts of electricity, can consume substantial amounts of water depending on their cooling systems, occupy valuable industrial land, and yet employ relatively few people once construction is finished. We are being asked to trade a scarce and incredibly valuable local resource for a comparatively tiny number of permanent jobs.

That's a terrible trade.

If a technology company wants access to hundreds of megawatts of our inexpensive hydroelectric system, the burden should be on that company to demonstrate an overwhelming and lasting public benefit to Chelan and Douglas County residents. "Economic development" cannot simply mean that a multibillion-dollar corporation gets cheaper operating costs while local residents shoulder the infrastructure demands and watch our region's power capacity disappear.

And let's stop pretending electricity is an unlimited resource simply because we have dams. Every massive new industrial load represents capacity that cannot be used somewhere else. What happens as our population grows? What happens when existing businesses want to expand? What happens when homes and transportation increasingly electrify? What happens when the next employer comes along offering hundreds or thousands of good local jobs but the available power has already been committed to warehouses full of servers?

Cheap public power is one of the greatest economic advantages this region possesses. Once we give that advantage away, we don't magically get it back.

I am not anti-technology and I am not anti-development. I am against bad development and bad deals. Development should improve the lives of the people who actually live here.

If this project cannot demonstrate that its permanent jobs, tax revenue, infrastructure investment, and other tangible local benefits substantially outweigh its enormous consumption of our power and potentially our water, then the answer should be simple:

No way. Get out of our region.

Chelan and Douglas Counties are not a discount electrical outlet for Big Tech. Our public resources should serve the public first.
