The Town of Colton received FSY2024 funding for improvements to their WWTP under funding agreement number WQC-2024-ToColt-00058. The Town of Colton council would like to request additional funds through Ecology's SCPPL program to address additional i...↓mprovements at the WWTP including the addition of a shot fence to keep lead out of the lagoon cells which will enhance water quality, as well as to replace approximately 2,400 feet of sewer main and manholes upstream of the WWTP that are susceptible to high amounts of infiltration and inflow. The Town Council has requested that their consultant engineer, Keller Associates, submit comments on See the attached memo including a summary of these proposed improvements including project descriptions and cost estimates. Let me know if any additional information is needed.↓

The Spokane Conservation District submitted two applications for restoring riparian areas within the Hangman Creek Watershed. One was proposed for funding (WQC-2025-SpoCod-00166) and the other was rejected for being too similar in nature (WQC-2025-Sp...↓oCod-00184). The Spokane Conservation District would like to clarify the differences between the two as it appears that there was a cut and paste for the general characterization that was not corrected before submission. These two applications are two completely different projects. The focus of the first (00166) is addressing 20 acres of new riparian restoration work at two specific sites just outside of Latah, WA. The landowners have provided intent to complete the work and sign contracts. The other application (00184) is intended to sign up approximately another 20 acres of riparian restoration within the watershed, but no landowners were pre-designated for the funding. Since the applications were submitted, we now have six new landowners and more than 20 acres that are ready for contracts. The SCD will definitely utilize all the funding in new contracts if the grant application is awarded funding. If there is anything else we can do to clarify or answer questions, please contact Walt Edelen at (509) 535-7272 ext 224 or email at walt-edelen@spokanecd.org. Thank you for your consideration.↓

Lower Columbia Estuary Partner... (Chris Collins)

The City of Washougal (in partnership with the Lower Columbia Estuary Partnership) submitted an application requesting $498,445 from the Centennial Fund for construction of the Campen Creek Reconnection Project (WQC-2025-WASHPW-00077). The funding of...↓fered to the project was $428,445 ($70,000 lower than the requested amount). We submit the following comments in response to that reduction:
1) In row 13, cell L13 of the budget workbook, the $86,800 secured (non-Ecology funding) refers to the funding we noted in task 3 of the scope of work portion of the application, i.e., is for the trail realignment and bridge-related constructions costs.
2) In row 12, cell G12 of the budget workbook, the $86,800 unsecured (which we are requesting be funded by the Centennial Fund) refers to deliverable 3.3 of the application for Native Plant Installation and Establishment.
3) These 2 lines, each for $86,800 are for separate costs, one eligible for reimbursement with WQC-2025PW-00077 (cell G12), while the other to be paid by non-Ecology funds (cell L13).
For these reasons, we request the funding offered be increased to match the full amount requested ($498,445).
Thank you for considering this request. Please feel free to contact me at 971-645-2105 if you have any questions.↓

Review comments for WQC-2025-CoPlED-0004 indicate that it was scored as a Step 2 rather than a Step 4 because the Specifications and Design Report were not submitted. We believe that the Specifications were uploaded - please confirm. We thought tha...↓t we uploaded the Design Report, but we must have made a mistake. The Design Report was complete at the time and is attached to this comment. Please consider re-evaluating this as a Step 4 application.↓
