Recycling Reform Rulemaking - Chapter 173-950 WAC - Comment Period #2

The Reuse Financial Assistance program is a problem. This provision looks like a money grab. There is no responsibility on the part of the organizations entitled to these monies to increase recycle efforts. Cost effectiveness is way down on the list ...↓ of criteria. They also get more money if the recycle rate goes down.
Where is there any responsibility on the part of the legislature, non-profits and people of the state to recycle?
It all falls on the producers who are not there, and are penalized if people don't recycle.
These people need to have responsibility and accountability for increasing recycle rates.
There is nothing in this bill that states anything about penalties for non performance - rates go down they get more money - where is their incentive to improve?
Producers need to hear how their money will be used responsibly, not in funding, but in how people will have incentive to recycle.
they need to be insured they are not just handing over millions of dollars that will wind up in a politician's pocket or used for non-profit salaries and overhead with no results.
Unless I missed something, there are no guardrails here. I am hoping that I am incorrect.
If the producers have bonuses and maluses then everyone else needs them as well.
