To Whom It May Concern,
I am submitting comments regarding the proposed cleanup actions and related documents for the Lower Duwamish Waterway site.
As a former Washington State resi...↓dent, I remain deeply concerned about the long-term health of the Duwamish River system and the communities that continue to live, work, fish, and recreate in and around this heavily industrialized corridor.
The Lower Duwamish has carried generations of cumulative industrial burden, contamination, habitat degradation, and environmental injustice. Cleanup decisions made now will have long-lasting implications for ecological recovery, public health, Tribal resources, shoreline habitat, sediment quality, and community trust.
I encourage Ecology to ensure that the selected cleanup approach prioritizes long-term environmental protection and durable risk reduction rather than short-term cost minimization or narrowly scoped remediation goals.
In particular, I urge careful consideration of:
Long-term sediment and shoreline contamination risks, including recontamination potential
Protection of groundwater, aquatic habitat, and downstream ecosystem health
Risks to subsistence fishers, Tribal communities, and communities already disproportionately impacted by industrial pollution
The cumulative impacts of multiple contaminated sites throughout the Duwamish corridor
Whether the proposed cleanup actions are sufficiently protective under future climate conditions, including flooding, storm surge, and changing hydrology
Long-term monitoring, transparency, and enforceability of cleanup obligations
The adequacy of institutional controls and whether reliance on future management assumptions is realistic over multi-decade timeframes
Restoration opportunities that improve ecological resilience and habitat quality alongside contamination reduction
I also encourage Ecology to maintain strong public transparency throughout implementation and long-term monitoring. Communities affected by contamination deserve accessible reporting, meaningful participation opportunities, and clear communication regarding risks, uncertainties, and cleanup performance over time.
The Lower Duwamish Waterway represents both an environmental challenge and an opportunity to demonstrate meaningful long-term stewardship in an urban industrial landscape. Cleanup decisions should reflect the importance of restoring ecological function, reducing cumulative harm, and protecting future generations.
