The Document does not mention working with local and small business. A detour created by a project during construction or...↓ creates a permanent change post construction can create hardship in a small business. What recommendations does the plan make to ensure small businesses have public access and ensure their viability throughout a proposed project's life span?

Would this plan recommend having a small business owner be compensated for losses during and/or after construction?

What recommendations does the plan make for meeting and negotiating with a minority owned non-English speaking business?

Public Transportation is a key necessity for constituents within low-income neighborhoods, what recommendations does the plan make to ensure EJ populations have viable access to public transportation during and post construction.

Does the plan recommend how access to Schools, Churches, and Public Lands (Parks, Bike Trails, etc.) will be considered?
