The City of Renton appreciates the inclusion of the Burnett and Williams Water Quality Retrofit Project (application number WQC-2023-Renton-00022) in the Fiscal Year 2023 draft Water Quality Funding Offer List and Intended Us...↓e Plan announced January 21, 2022. The City of Renton applied for grant funding to support the construction of the Burnett and Williams Water Quality retrofit Project, currently under design and partially funded by grant WQC-2020-Renton-00214.
The City of Renton Burnett and Williams Water Quality Retrofit Project has progressed and refined the design since the submission for the Water Quality Combined Financial Assistance funding program application in October 2021. The City of Renton has determined it is feasible to treat more area than previously anticipated, requiring larger water quality treatment facilities and increasing the construction costs related to water quality. The original scope of treatment assumed treating 16% of the total basin area whereas the updated design would provide enhanced treatment for 81% of the total basin area.
Recent communication from Ecology brought to our attention that certain conveyance elements may be eligible for funding based on the need to route runoff to or from a water quality BMP. A 36-inch conveyance/storage pipe and the connected catch basins have been identified as being eligible for funding by Ecology's Financial Management Services section because the pipe adds detention storage to the project.
The project proposes increasing the eligible construction costs from $372,000 to $927,000 (see attached cost comparison - Exhibit A) based upon the eligibility of the 36-inch storage pipe elements and the increased sizing of the water quality treatment BMPs. The City desires to pursue a higher level of treatment for the project area and would like to discuss revising the original funding request when the final offer letter is published to reflect the increased level treatment and associated increase in cost, assuming that WQC-2023-Renton-00022 is included on the final offer list.
Thank you for the opportunity to comment on the Fiscal Year 2023 draft Water Quality Funding Offer List and Intended Use Plan.
