Compost areas and other areas for solid material storage require very little restrictions. If the area has a slope on it that prevents liquid pooling and the surface of the area is not disturbed that is sufficient to prevent aquifer contamination. Mo...↓st solids on CAFO's tend to seal soil so there is little risk of contamination. CAFO's usually turn over this material frequently and apply seasonally. There is no need to make overcomplicated and technical regulations to achieve satisfactory results.↓

To whom it may concern,

Please review and include information that states all animals will be counted and tagged appropriately as permit requires for tracking the numbers of animals permitted as to not allow numbers to be over the allowed permitted ...↓allowance. All water intake and waste management must be managed by accurate number of animal count in accordance to state law.

Sites must also comply with EPA SEPA review requirements for all water and waste management according to federal and state law that is now being violated in many cases.

Permits must follow state law and all EPA requirements for accurate and physical real count of animals located per permit location.

Review of all well locations in associations with permits, and ensure no physical waste materials or pollution is affecting neighboring properties, and damage incurred must be paid for short term and long term damages done by allowed permitting by company, county and state.

Please clarify the definition of "feedstocks" in proposed S4.C.2. Does this term include, or could it include, biosolids, sewage sludge, septage, wastewater-treatment residuals, or any other material derived from human sewage or municipal wastewater?...↓ If these materials are excluded, I recommend that the permit explicitly state that exclusion.↓
