Report to Legislature: No-cost allowances for Emission-Intensive Trade-Exposed Industries (EITEs)
This is an opportunity to provide comment on Ecology’s report to the Legislature on how no-cost allowances are allocated to Emission-Intensive Trade-Exposed Industries (EITEs) from 2035-2050. Ecology has shared six documents with draft materials for the report to the Cap-and-Invest EITEs webpage.
Considerations for comments
When reviewing the draft materials related to EITE allowance allocation and providing comment, please consider the following:
- How might the polices impact manufacturing businesses in Washington that are regulated under the Cap-and-Invest Program?
- How might the policies impact Washington's ability to meet statewide emission reduction limits?
- What are potential impacts on individuals and communities where EITE facilities are located?
- What are potential environmental justice outcomes from the allocation approach?
We'll provide additional guiding questions to consider with the release of each set of draft materials.
How will comments be used in the report?
Ecology will review and consider comments as we draft the final report. Comments received by the due date will be summarized and included in an appendix in the report submitted to the Legislature.
