Rulemaking - Informal Comment Period for Chapter 173-408 WAC and Chapter 173-455 WAC, Landfill Methane Emissions (Fees)

The purpose of this rulemaking is to create a new section in Chapter 173-408 WAC for Ecology to establish a process to assess and collect fees from MSW landfills to support implementation of Chapter 70A.540 RCW and Chapter 173-408 WAC.  


Ecology is also planning to address the following topics in this rulemaking: 

  • Administrative updates to WAC 173-408-080 
  • Possible updates to the annual reporting deadline in WAC 173-408-170  
  • Update WAC 173-455-038 to specify that any new fees established through this rulemaking are included separately under Chapter 173-408 WAC
