Cap-and-Invest: EITE Industries report to the Legislature
The Department of Ecology is developing a new report to the Legislature on allowance allocation policies for emissions-intensive, trade-exposed industries (EITEs).
Please review the draft materials and share your comments by July 24, 2026.
We'll consider your comments as we develop the report with recommendations to the Legislature on allowance allocation policies for EITEs from 2035 – 2050.
In January, Ecology submitted a report to the Legislature with allowance allocation policy options for EITEs past 2034. As a result of the report, the Legislature passed Senate Bill 6246 with specific requirements for Ecology, including developing a new report on EITE policies. To meet the demands of the bill, Ecology is entering the next phase of public engagement to gather input from the public and interested parties.

We’re holding a public meeting to share information about the new report, answer questions, and listen to your comments. Meeting registration: June 11, 2026 from 10 to 11 a.m.
