401 certification of the Federal Aquaculture Permit to add the Leavenworth National Fish Hatchery

We are seeking feedback on the conditions we should consider to ensure Federal Aquaculture Facilities meet state standards. EPA is adding Leavenworth National Fish Hatchery to their general permit with site specific criteria for the facility. We are seeking feedback on water quality conditions we should consider for our 401 certification, to make sure EPA’s permit meets Washington state’s water quality standards.


Ecology’s comment period will be from midnight Aug. 24, 2026, until 11:59 p.m. Sept. 19, 2026.  


EPA is holding a separate comment period on the draft permit, so please direct any comments you have on the content of the draft permit to them.
