Clean Fuel Standard Rulemaking: Credit Monetization Survey

 The Washington Clean Fuel Standard program is looking to better understand challenges to buying and selling credits for potential rule amendments, and find new ways to make the process easier for participants. The main goal of this survey is to assess if there are any changes that could to be made to help entities that are wanting to sell credits but have not yet, or entities that have sold credits but found it challenging. 


Credits do not expire; if you have credits, you're not under obligation to sell them in a particular time frame. But if you are interested in selling credits and are having trouble doing so, we want to address potential obstacles and ensure participants who are interested in selling credits are able to do so effectively. 


We will use this information to inform rule development, and plan to share early results, learnings, and questions with participants at our rulemaking workshop on July 15, 2026. The survey should take approximately 3 minutes. A clearing service provider (also called 'clearinghouse') is a third-party service that allows participants to buy and sell credits on their platform, which they advertise as more easily facilitating transactions. The credits themselves would still transfer in WFRS, our IT platform for reporting, through the clearinghouse's WFRS account. However, the financial transaction would happen on the clearinghouse platform independent from WFRS.
