DRAFT State Solid Waste Management Plan
Please note that this comment form is for the purpose of submitting a comment to the Washington State Department of Ecology (Ecology).
Chapter 70A.205 of the Revised Code of Washington (RCW) requires Ecology to develop a state solid waste management plan for the future, to review it, and to revise it as necessary. This plan outlines goals, objectives, and strategies that will help Washington reduce waste and support the state solid waste management hierarchy. Ecology partners with Tribal Nations, local governments, businesses, non-government organizations, the public, and other interested parties. The plan helps guide the management of waste and materials in the state and aids local governments as they develop local solid waste management plans for their jurisdictions.
The 2026-2027 State Solid Waste Management Plan is different from previous plans as it exclusively covers solid waste, instead of combining solid and hazardous waste. To help shape this plan, Ecology invites the public to provide feedback on the draft content.
The draft 2026-2027 State Solid Waste Management Plan is now available for public review and comment, through November 30, 2026.

The State Environmental Policy Act (SEPA) requires an environmental review for any proposal which involves government "action," as defined in the SEPA rule WAC 197-11-704. Actions involve decisions on policies, plans, or programs. This includes the State Solid Waste Management Plan. Ecology has determined the 2026-2027 State Solid Waste Management Plan does not have a probable, significant, adverse impact on the environment and has issued a Determination of Non-significance. Documentation is available for public review.
