DRAFT Mercury Light Product Stewardship Plan

On Dec. 31, 2025, Product Care Recycling (PCA) ceased administrative operations of the LightRecycle Washington Program. However, the law, Chapter 70A.505 RCW, is still in effect and requires the state to have the mercury lights product stewardship program. 


The law requires producers to fully fund the program beginning in January 2029. It also requires producers, through a product stewardship organization, to make up the gap should the environmental handling charge be insufficient per Chapter 70A.505.030 RCW.


Mercury Lamp Recyclers Associated (MLRA) has submitted a stewardship plan to the Department of Ecology for administering the LightRecycle Washington program.


This plan is now available for public review and comment.
