Draft CAFO Technical Concepts Feedback Request

We have started the permit development process for the Concentrated Animal Feeding Operation (CAFO) General Permits. As part of our process, we want your input on preliminary concepts for some specific topics. We are asking for your feedback before we formally propose them in the draft CAFO permits (expected 2027). 


We plan to ask for preliminary feedback on several Special Condition sections of the permits:

·        Solid Material Storage (S4.C.2 and S7.C.4)

·        Groundwater Monitoring (S5.D)

·        Soil Sampling and Nutrient Analysis (S4.J and S5.C)

·        Permit Coverage (S1.A)


The first section, Solid Material Storage is now available for comment until Oct. 30, 2026. This section covers how manure and other organics are stored to prevent discharges and the assessment of these storage areas.

We plan to release the rest listed above for review as they are ready 


Please note that this form is for the purpose of submitting informal feedback to the Washington State Department of Ecology. We will not be providing formal response to this feedback. Next steps

We will not provide formal responses to your preliminary feedback on these sections. We plan to use this feedback to complete the formal draft of the whole permit. We expect to release the draft CAFO permit in spring 2027. At that time, we will issue a public notice and ask for formal comments on that draft which will include at least one public hearing. We expect to make a decision on final permit language in Fall 2027.
